Golden Retriever Swimming problem

I have a 16 month old golden retriever who I can’t get to go swimming.
I’ve been trying since she was six months or so - always in a
positive manner. She loves playing water games with the hose and I have no
problems bathing her but I can’t get her in the river, ocean or lake.
I’ve played all kinds of games with her as she loves to fetch and she’ll
go to the edge of the water, maybe up to the top of her front legs and
pull stick out and run.  I’ve had her with other dogs who do fetch
sticks out far enough to cause them to have to swim but she’s not buying.
Any recommendations??  Thx!
