A Question About English Bulldog

I am getting ready to purchase a English Bulldog from a breeder who is
a vet. And planning useing the male pup I am purchasing to breed with
my female. My concern is the puppy has an umbilical Hernia. She tells me
she has a new tech whom cut the cord to close 2 of them have this out
of 8 puppies has these. None of the other litter the mother has had
ever did. Does this sound right? Or do you believe this is genetic? I seen
where you said 90% is genetic could this pup be one of the 10%. Like I
said she is a Vet a DVM. Please help?
